In the government of the Russian Federation all matters nuclear are under the control of the Russian State Atomic Nuclear Agency, called Rosatom for short. This includes not only nuclear power plants and uranium mining but also the nuclear weaons arsenal. Rosatom is subject only to the very top leaders of the Russian Federation, popularly referred to as the Kremlin. The Russian Parliament does not have any direct say-so in the operation of Rosatom.

The head of Rosatom has been for a long time Sergei Vladilenovich Kiriyenko, an individual who has held a number of top leadership positions. As a youth during the Soviet Era he served in the leadership of Komsomol, the Soviet Youth League. Later he was Energy Minister. In 1998 Boris Yeltsin made Kiriyenko Prime Minister of the Russian Federation. He served in that position for five months.

Rosatom became another energy adjunct to the Russian petroleum and natural gas industries. It built a nuclear power plant for Iran when West would not do so. Rosatom supplied the fuel for the reactor. It also supplied nuclear facility for the other pariah states of North Korea, Myanmar and Venezuela under Chavez.

In 2006 Rosatom was given authority to invest $10 billion in increasing six-fold Russia's production of uranium. By 2007 Kazakhstan was alerting the West that Rosatom was trying to gain control of its uranium. Western companies with the aid of Bill and Hillary Clinton thrawarted that take-over by Rosatom.

But soon Rosatom was seeking to gain finacial control of those Western companies. The Canadian firm of Uranium One was one of those. It was producing two million pounds of uranium in 2007, but by 2010 its production had increased to 7.4 million pounds. It had nearly three hundred acres of land in Wyoming that it was exploring for uranium deposits. It also had ten thousand acres in Utah with a similar potential. It had additional holdings in Texas and South Dakota. Uranium was expected to control 50 percent of the uranium production of the United States.

In 2009 Rosatom bought 17 percent of the shares of Uranium One. In 2010 Rosatom announced that wanted to own a controlling 52 percent of the stock of Uranium One. The acquisition of this Canadian company required the approval of a number of U.S. government agencies because the Uranium One owned considerable amounts of land in the U.S.,

Peter Schweizer in his book Clinton Cash documents how Hillary Clinton, as Secretary of State, as was the key figure in gaining that approval and how individuals who gained financially from that approval began to donate millions of dollars to the Clinton Foundation.

Previously Bill Clinton was instrumental in a company owned by a Canadian acquiring control of major uranium mines in Kazakhstan. Ultimately these properties came under the control of Uranium One and thus of Rosatom.
