In an e-mail to all employees, California State University Chancellor Charles B. Reed has described new systemwide measures to deal with the state's budget shortfall. These measures include travel restrictions, the cancellation of all non-critical equipment and supply purchases, hiring limits, and a salary freeze for all vice presidential positions and above.
San José State President Jon Whitmore followed up with a second e-mail describing SJSU's efforts to reduce spending. The president wrote: "A question you may be asking is, 'What about my job?' I want to assure you that despite budget uncertainties, we are committed to doing all we can to avoid layoffs at San José State. You, our faculty and staff, are our most important asset and the heart of our enterprise."
Although Governor Schwarzenegger issued an executive order regarding furloughs and layoffs, such actions apply only to state civil service employees under the State Employer-Employee Relations Act (The Dills Act). CSU employment is governed instead by the Higher Education Employer-Employees Relations Act. Therefore, the CSU is not subject to the governor's direct executive authority.
The CSU has also announced it will defer spring 2009 state university fee payments for students experiencing delays receiving Cal Grants, an important form of financial aid affected by the state's cash flow crisis.
