RESOLUTION NO. 01-028
LEGISLATIVE ACTION COMMITTEE
WHEREAS, THE LEGISLATIVE ACTION COMMITTEE (LAC) of the Scotts Valley Unified School District was established in April of 2000 and,
WHEREAS, THE MISSION OF THE LAC is to build collaborative relationships with the greater education community and to advise legislators on critical issues affecting students and
WHEREAS, THE LAC is comprised of Parents, Teachers, Classified Employees, Students, Board Members, Administrators, and Members of the Community, and
WHEREAS, THE LAC is requesting that the Board of Trustees adopt this resolution and submit it to the Governor and Members of the Legislature and,
WHEREAS, THE LAC recognizes the States effort to improve and reform California's K-12 educational system, student performance and funding
THEREFORE, THE LAC, Scotts Valley Unified School District and Scotts Valley Education Association urge the Governor and Legislature to implement the following:
1. Protect K-12 Schools from the impact of the Energy Crisis by
Exempting schools from rolling blackouts o Providing additional funds to assist schools in paying for increased energy costs2. Build local control for school districts by removing restrictions on use of funds.
3. Provide a safe harbor for all school districts consistently performing above the 800 level on State tests, by continuing to offer Governor�s Reward monies
4. Allow for local control over Middle School Year Extension implementation by:
Offering flexibility on affected grade levels Allowing District control over implementation- Authorizing local control over distribution of funds
5. Return to District Revenue Limit Funding savings derived from the "PERS Reduction"
6. End the practice of supplementing state and local funds with Federal Funds for Special Education
7. Fully fund State mandated programs
8. Distribute Special Education Mandated Cost Settlement funds due to school districts
9. Maintain fully funded revenue limits
RESOLUTION
The citizens of Scotts Valley, Scotts Valley Education Association and Scotts Valley Unified School District urge the State of California to raise per-pupil funding in grades kindergarten through 12, moving toward the number one position among the 50 states by taking the following actions:

The citizens of Scotts Valley, Scotts Valley Education Association and Scotts Valley Unified School District request the State of California change the kindergarten entry date from December 2 to August 31, ensuring:
