Title IV-E applicants must first apply to SJSU's MSW program. Please see the MSW Admissions website for application directions and deadlines.
The 2026-2027 Title IV-E application deadline was 3/1/26. Late applications may be considered only if stipend positions remain after all qualified, on-time applicants have been reviewed and interviewed. Please follow the link below to submit your application:

The Application Process includes the following:
Statement of Intent
A 2-3 page statement which addresses and answers the following questions:
- Explain your understanding of public child welfare services.
- What do you see as the most significant challenges facing children and families within the child welfare system today?
- What specific aspect(s) of child welfare are you most passionate about or interested in?
- How does the Title IV-E Child Welfare Stipend Program relate to your short and long term career goals?
Resume
- A 1-2 page resume, including a list of relevant paid and volunteer experience.
Please note applicants applying to the 3 Year Evening Only or 2 Year Online/ Hybrid Title IV-E programs must be current full-time employees of a county social services agency. In addition, the SJSU School of Social Work must have an active internship agency agreement with the applicant's county agency. Selection Process
Awards committee members will review applications. Priority is given to current county and state Department of Social Services employees. Qualified applicants who are admitted to the SJSU MSW Program will be invited for a panel awards interview in the spring/ summer.
